The International Bar Association “St. Petersburg, Russia” (IBA) was registered under the procedure established by article 3 of the Provision about the Bar of the Russian Soviet Federative Socialist Republic approved by Law # 1596 of the RSFSR of November 20, 1980, by decisions # 1524 of February 8, 1993, # 1-CT-72 of August 17, 1995, and # 11-GK-17-274-96 of October 18, 1996 of the Ministry of Justice of the Russian Federation, and decree # 343-P of November 1, 1996 of the Governor of St. Petersburg, and also according to the Charter of the Bar agreed with the Department of Justice of St. Petersburg and the Ministry of Justice of the Russian Federation as an International Professional Association of Attorneys and Bar Organizations acting within the Russian Federation and abroad and by decision # 23449 of August 23, 1995 of the Registration Chamber of St. Petersburg (Certificate of State Registration # 16735).
The formation and development of the IBA as an international association is the direct result of the initiative and activity of a large group of Attorneys from St. Petersburg, Moscow, Tallinn, Leningrad and other regions of Russia famous for their independent, political and professional positions.
The membership of the IBA has grown more than twenty times over nine years of professional activities and currently has about two thousand five hundred expert Attorneys as its members. Most of them have many years of experience in defense of civil rights in Criminal, Administrative and Civil proceedings, in Fiscal, Customs, Banking, Family and other actual areas of the Russian Law. Five members of the Bar were elected as Deputies of the State Duma, and one of the members was elected as a member of the Council of Federation. According to its membership, the Bar is the second largest in the Russian Federation and one of the largest in the world.
The main purposes of the IBA are to provide universal judicial assistance to Russian and foreign persons and legal entities in protection of legal fundamentals of economical and political activities and the development and consolidation of activities of Attorneys in Russia and abroad for the purpose of protection of civil rights and freedoms.
The Central Chapter of the IBA is located in St. Petersburg. It is the largest Chapter in Russia and consists of more than seven hundred Attorneys.
As members of the IBA, Chapters and Branches were formed and exist in many regions of the Russian Federation such as Moscow, Perm, Vladivostok, Belgorod, Kaliningrad, Novgorod, Arkhangelsk, Krasnoyarsk, Kursk, Lipetsk, Novosibirsk, Murmansk, Pskov, Chelyabinsk, Tver, Stavropol Territory, Kareliya, Komi, Mordovia, Northern Osetiya and Alanya, Dagestan, Tatarstan, Khakasia, Yakutia, Baikonur (Kazakhstan). Abroad, in the Republic of Moldova, Latvia, Ukraine, and Estonia, as well as Canada, Cyprus, Finland, France, Germany, Israel and the USA.
The International Bar Association “St. Petersburg, Russia” which is an independent professional association is one of the founders of the Guild of Russian Attorneys.
